Former Navy SEAL Rod Armstrong (Frank Zagarino), now living in Moscow and training an elite Russian anti-terrorist squad under Colonel Zukov (Richard Lynch), receives a surprise visit from his former trainer Bob Taylor (Charles Napier). Bob has married Susan (Kimberley Kates), who was also trained by him. Bob is on a secret mission to discover the destination of nuclear missiles seen leaving a mysterious base near Moscow.
