Story
A customs agent named Brooks (Sean Patrick Flannery) learns about a shipment of bio-weaponry headed for Alaska, which he believes is connected to a Russian terrorist named Simeonov. He assembles a team and they head down to the docks to investigate. A shootout ensues, during which an undercover FBI agent is revealed and Natalya (Ursula Karven), a Soviet agent, arrives claiming jurisdiction over Simeonov. Simeonov is arrested but escapes while being transferred to Washington. With his fellow terrorists, he hijacks a train carrying stolen Russian nerve gas.
