In the rain-soaked, crime-ridden city of Rain City, former police officer John Hawkins ('Hawk') returns after serving eight years for murder. He finds solace and a place to stay with Wanda, his former lover who owns Wanda's Café. Hawk aims to restart his life but finds himself drawn into trouble once again when he crosses paths with Georgia, her penniless husband Coop, and their infant son Spike.
